US negotiating for exhibition against Scotland

CHICAGO - The U.S. men's soccer team is negotiating to play Scotland in an exhibition game May 26 or 27.

The Americans, preparing for the start of World Cup qualifying, also are negotiating to play Brazil on May 30 or 31, at Landover, Md., or Foxborough, Mass.

U.S. Soccer Federation spokesman Neil Buethe said Monday that they've been in discussions with a "number of federations about a game in late May, including Scotland. Nothing is finalized, and we'll continue to have those discussions."

The game against Scotland, the first for the U.S. since 2005, would be in the eastern or central part of the United States. The Americans open qualifying for the 2014 World Cup on June 8 at home against Antigua and Barbuda.

Migrant trash piles up at remote U.S.-Mexico border areas (Reuters)

RIO RICO, Ariz (Reuters) ? Picking her way into the desert brush, Raquel Martinez gathered scores of plastic water bottles tossed in an Arizona desert valley near the Mexico border, often by migrants making a risky trek into the United States across increasingly remote terrain.

"We need more bags ... there's so much trash," said Martinez, one of scores of volunteers helping clean up the dry bed of the Santa Cruz River about 10 miles north of the Mexico border on Saturday.

Trash tossed by thousands of illegal immigrants as they chase the American Dream has been a persistent problem for years in the rugged Arizona borderlands that lie on a main migration and smuggling route from Mexico.

The problem was compounded as immigrants and drug traffickers responded to ramped up vigilance on the U.S.-Mexico border by taking increasingly remote routes, leaving more waste behind in out-of-the way and hard-to-clean areas, authorities say.

"Migants used to follow the washes or follow the roads or utility poles," said Robin Hoover, founder of the Tucson-based non-profit Humane Borders.

"Now they're having to move farther and farther from the middle of the valleys," he added. "They end making more camp sites and cutting more trails when they do that, and, unfortunately ... leave more trash."

Those making the punishing march carry food, water and often a change of clothes on the trek through remote desert areas that can take several days.

Most is tossed before they pile into vehicles at pickup sites like the one getting attention on the outskirts of Rio Rico, from where they head on to the U.S. interior.

"One of the problems that we are facing is that these sites are becoming more and more remote as law enforcement steps up its efforts," Henry Darwin, director of the Arizona Department of Environmental Quality, said of the flourishing borderland garbage dumps.

"There's probably sites out there that we haven't encountered yet or don't know about because there's a lot of people out in those areas," added Darwin, who gave testimony on the issue to state lawmakers earlier this month.

BACKPACKS AND WATER BOTTLES

There are no numbers to show exactly how many would-be migrants or smugglers take the illegal and surreptitious trek across the border into Arizona from Mexico each year.

But in an indication of the scale of the migration, federal border police made nearly 130,000 arrests last year in Arizona, where hundreds of Border Patrol agents, miles of fencing and several unmanned surveillance drones have been added in recent years to tighten security along the porous border.

With limited funding for clean up, Arizona environmental authorities draw on volunteers to help in drives like the one near Rio Rico, where an estimated 140 volunteers including residents, community and youth groups took part on Saturday.

Clean up efforts since 2008 by the department of environmental quality have included pulling 42 tons of trash from 160 acres of Cocopah tribal lands in far western Arizona, and clean ups at least seven sites on ranches and public land in areas south of Tucson.

Signs of illegal immigrants and even drug traffickers making the circuitous foot journey abound in the mesquite-studded riverbed near Rio Rico, a vigorous day's walk north of the border.

"I've found about a trillion water bottles," said David Burkett, a lawyer from Scottsdale, who worked up a sweat as he filled his fourth 50-pound trash bag. Nearby are tossed backpacks, food containers, a blanket and a pair of shoes.

He points out that alongside the apparent migrant trash is a large amount of other waste including a couch, kitchen countertops and yard debris, likely tossed by residents and contractors. Still, it is a shock to those living locally.

"We don't realize how bad it is until we come down and see it," said Candy Lamar, a volunteer who lives in sprawling, low density Rio Rico, as she works to pick up trash.

HAZARDOUS CLEANUP

The area getting attention on Saturday lies a few miles from a remote spot where the bodies of three suspected drug traffickers were found shot to death "execution style" last November.

The area is not far from another out-of-the-way spot where Border Patrol agent Brian Terry was shot dead by suspected border bandits in December 2010. Volunteers working on Saturday were aware of the potential hazards.

As she stuffed a blue garbage sack with trash, retiree Sharon Christensen eyed discarded burlap sacking, blankets and cord -- the remains of a makeshift backpack of the type often used by drug traffickers walking marijuana loads up from Mexico.

"It would make me hesitant to come out here on my own, knowing that this kind of activity is going on ... It is a concern, and we need to be mindful," said Christensen, a retiree and hiking enthusiast.

Clean-up organizers liaise with Border Patrol and local police on security, in addition to warning volunteers of potential danger from snakes, scorpions or even bees that can swarm in discarded vehicle tires, and of potential hazards including medical waste and human excrement.

Equipped with gloves, volunteers such as Burkett, the Scottsdale lawyer, were glad to take part on Saturday.

"As an avid outdoors person in Arizona, I spend a lot of time using the desert," he said. "It's important to me personally to take the time to give back."

Dirk Kuyt struck a dramatic 88th minute winner to give Liverpool a 2-1 victory over Manchester United in the FA Cup on Saturday and a place in the last 16.

The match between the two bitter rivals looked set for a replay after Park Ji-sung leveled for United in the 39th minute at Anfield after a rare goal by Daniel Agger had given Liverpool a 21st minute lead.

It was the first meeting between Liverpool and United since Liverpool striker Luis Suarez was handed an eight-game ban for racially abusing United defender Patrice Evra in a league game on October 15.

United's Antonio Valencia was denied by the woodwork in the first half, while Liverpool's Andy Carroll hit the bar in the closing moments of a thrilling encounter which passed off without major incident.

Victory over United came just days after Liverpool booked a place in the League Cup final at Manchester City's expense, and a week after the side lost 3-1 at Bolton.

"The week started badly for us at Bolton, but it's a fantastic credit to the players and how much pride they take in the club that they've got themselves back on track," said Liverpool manager Kenny Dalglish.

"They've come out on the right side of two huge cup games."

United manager Alex Ferguson meanwhile struggled to come to terms with his side's cup exit.

"We dominated the game it terms of possession," added Ferguson. "We did very well in that respect. But to lose the game is hard to believe.

"The players showed great respect to each other, there wasn't a bad tackle in the game."

Such was the level of concern after what happened when the teams last met that both managers appealed for calm from supporters before the match. The fierce rivalry between Liverpool and United has existed for many years but the incident between Suarez and Evra only served to heighten tensions.

Evra, who captained United, was booed by the home fans every time he touched the ball as the match started amid an unpleasant atmosphere. But to the relief of both clubs, the real drama was on the pitch as Liverpool took the lead against the run of play before United hit back before the interval.

"There was a wee bit of banter between both fans which is brilliant because we wouldn't want to take that away, but at the end of the day I thought they were fantastic," Dalglish said. "The players were a great credit for that as well - none of them tried to do anything other than play football."

Asked what he thought about Evra being booed, Dalglish said: "Are you winding me up? Why would I be disappointed for Patrice Evra? I used to be booed when I played."

Evra did himself few favors when the France international fullback lunged on Maxi Rodriguez in the early stages. But referee Mark Halsey kept his cards in his pocket and instead dealt with the matter by dishing out a stern lecture to the United player.

In a frantic opening, Rodriguez forced goalkeeper David de Gea, recalled to United's side after being dropped for the last three matches, into a fourth minute save before United settled into their stride.

The visitors were missing some key players - Wayne Rooney, Nani and Phil Jones - due to ankle injuries but after veteran Ryan Giggs had forced Liverpool keeper Pepe Reina into his first save, Valencia was denied by the woodwork after a terrific 18th minute attempt.

United were beginning to take control but three minutes later Liverpool broke the deadlock through an unlikely source.

Agger has not scored in a Liverpool shirt since April 2010 but the former Brondby player leapt high above the United defense to nod Steven Gerrard's corner past De Gea.

Instead of building on their lead, Liverpool was content to sit back and was punished when Jose Enrique was hustled off the ball by Rafael da Silva, who set up Park to fire past Reina.

The game continued to swing from end-to-end.

Liverpool appealed for a penalty after Chris Smalling's failed attempt to clear inside his own area before Gerrard forced De Gea into a full-stretch save from a 65th minute free kick.

At the other end, Liverpool defender Martin Skrtel made a goal-saving clearance after Danny Welbeck looked certain to score after darting past Reina.

With a replay looming, Dalglish sent on Craig Bellamy, who scored the decisive goal against Manchester City in midweek to book Liverpool a place in the League Cup final.

But it was Kuyt - not Bellamy - who was Liverpool's hero this time as the Dutch striker beat De Gea at his near post following Andy Carroll's flick.

Carroll went close to a third when he headed against the top of the post in the closing seconds.

Herman Cain Endorses Newt Gingrich Ahead Of 2012 Florida Republican Primary

WEST PALM BEACH, Fla. ? Former presidential hopeful Herman Cain threw his support behind Newt Gingrich Saturday night, providing the former House speaker with a late boost just days before Florida's primary.

Cain, a tea party favorite, endorsed his fellow Georgian at a GOP fundraiser Saturday calling him "a patriot."

"Speaker Gingrich is not afraid of bold ideas," Cain said.

The former pizza executive, who left the race before the first nominating contests after facing accusations of unwanted sexual advances, suggested the two have both undergone intense scrutiny.

"I know that Speaker Gingrich is running for president and going through this sausage grinder," Cain said. "I know what this sausage grinder is all about."

Cain is set to campaign with Gingrich on Monday in an 11th hour push for support. Gingrich is in a fierce fight for Tuesday's Florida's GOP primary with Mitt Romney.

Gingrich on Saturday night said that, like Cain, he is running a campaign based on big ideas and bold solutions.

The decision was not unexpected but the announcement comes at a make or break moment. .

"I had it in my heart and mind a long time ago," Cain said.

The timing is similar to a Saturday night surprise four years ago, when then-Florida Gov. Charlie Crist endorsed John McCain's presidential bid.

Former Texas Gov. Rick Perry also endorsed Gingrich when he bowed out of the race in South Carolina.

Since exiting the race in December, Cain appeared at a rally in South Carolina with late-night comedian Stephen Colbert.

Cain, the charismatic former head of Godfather's Pizza, briefly led in the polls in the fall. He became known for his signature 9-9-9 tax overhaul plan that would have scrapped the current tax code and replaced it with a 9 percent tax on individual income and corporate taxes as well as a new 9 percent national sales tax.

But his support plummeted after accusations that he sexually harassed women more than a decade ago when he led the National Restaurant Association. An Atlanta-area woman then stepped forward and said she had a lengthy sexual affair with Cain.

He denied the affair and any wrongdoing but withdrew from the race saying the accusations had become distracting and he needed to focus on his family.

Arab League chief, Qatar PM to go to U.N. over Syria (Reuters)

UNITED NATIONS (Reuters) ? The Arab League chief and the Qatari prime minister will present an Arab peace plan for Syria to ambassadors in the U.N. Security Council in New York early next week, the council president said on Thursday.

South Africa's U.N. Ambassador Baso Sangqu told reporters in New York that the meeting is tentatively scheduled for Tuesday afternoon. League Secretary-General Nabil Elaraby and Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani, who heads the League's Syria committee, will brief the 15-nation council.

South Africa holds the council's rotating presidency this month.

Western diplomats said the briefing will set the stage for a new showdown with Russia over its ally Syria and a Western-Arab draft resolution that backs the Arab League call for Syrian President Bashar al-Assad to transfer power to his deputy to set up a unity government and prepare elections.

The Security Council could vote as early as next week on the new draft resolution, which delegates from Britain and France are crafting in consultation with Qatar, Morocco, the United States, Germany and Portugal, envoys said. The new draft is to replace a Russian text that Western diplomats say is too weak.

Russia, however, says its draft remains in play. Western diplomats said they hope to negotiate with the Russians and incorporate elements of the Russian draft into the Western-Arab text to satisfy Moscow and avoid a Russian veto.

The Moroccan delegation was expected to meet with Russian and Chinese diplomats to present them with the latest version of the Western-Arab draft resolution, diplomats told Reuters. The Moroccans, they said, will then present it to the full 15-nation council on Friday.

The draft resolution, obtained by Reuters, calls for a "political transition" in Syria. It does not call for U.N. sanctions against Damascus, something Moscow has said it could not support.

Russia, together with China, vetoed a European-drafted resolution in October that condemned Syria and threatened it with sanctions over its 10-month crackdown on pro-democracy demonstrators. It is unclear whether Russia is ready to wield its veto once again to block council action on Syria.

Several Western envoys told Reuters that Russia might find it difficult to veto a resolution that is simply intended to provide support for the Arab League.

Labor board chief to press for new union rules (AP)

WASHINGTON ? The chairman of the National Labor Relations Board hopes to have another round of regulations in place by the end of the year that would make it easier for unions to establish and win representation elections in workplaces.

Undeterred by Republican protests, Mark Pearce said he will urge the board to approve the new rules now that it has a full component of five members after President Barack Obama bypassed the Senate to fill three vacancies.

"We keep our eye on the prize," Pearce said in an interview with The Associated Press. "Our goal is to create a set of rules that eliminate a lot of waste of time, energy and money for the taxpayers."

One change Pearce wants is requiring businesses to hand over lists of employee phone numbers and emails to union leaders before an election.

He also wants the board to consider other rule changes it didn't have time to approve before it lost a quorum last year. They include the use of electronic filings and quicker timetables for certain procedures.

"My personal hope is that we take on all of these things and consider each one of these rules," Pearce said. "We presume the constitutionality of the president's appointments and we go forward based on that understanding."

GOP leaders have challenged the recess appointments as unconstitutional, saying the Senate was not technically in recess when Obama acted. Republicans had threatened to block confirmation votes on any nominees to fill the three NLRB vacancies, saying the board was making too many union-friendly decisions.

If the board decides to propose the new rules, they would expand on sweeping regulations approved in December that speed up the process for holding union elections at work sites after unions collect enough signatures from employees. Those rules are slated to take effect on April 30.

While the first round of rules won praise from union leaders, business groups claim they allow "ambush elections" that won't give employers enough time to talk to employees about whether to choose a union.

Business groups and their Republican allies say the latest push confirms their fears that the new board ? now led by three Democrats and two Republicans ? will approve even more rules that make it easier for unions to organize new members.

"I knew this was going to happen," said Rep. Trey Gowdy, R-S.C., a member of the House Committee on Education and the Workforce. "The NLRB has lost all pretense of objectivity in my judgment."

White House officials say Obama was justified in going around the Senate since some Republicans had vowed to block any nominations in order to paralyze the NLRB. The five-member board is not allowed to consider cases or rules unless it has a quorum of at least three members.

Randel Johnson, the U.S. Chamber of Commerce's vice president on labor issues, said he is surprised the board would try to adopt even more new rules that businesses fiercely oppose.

"If they're going to go forward on that basis, I think that removes any pretense at all that they are not in the back pocket of the union movement," Johnson said.

AFL-CIO spokeswoman Alison Omens called Pearce's comments "a reasonable, balanced approach to ensure that every person has a voice on the job."

"The board is obviously taking modest steps to create a level playing field and bring stability to a process that's been outdated," Omens said.

Republicans in Congress are vowing to put more pressure on the agency, with at least two hearings on the NLRB recess appointments planned next month before the House Committee on Education and the Workforce and the House Judiciary Committee.

"If the board is determined to continue advancing it's pro-union agenda, House Republicans will continue to maintain aggressive oversight," said Brian Newell, spokesman for education committee Chairman John Kline, R-Minn.

Pearce said he wants the NLRB to become "a household word" for all workers, not just those affiliated with organized labor.

"We want the agency to be known as the resource for people with workplace concerns that may have nothing to do with union activities," he said.

He said many workers don't understand that they can seek recourse with the NLRB to protect rights that exist outside of union protections.
